Realization of Innovative Development Programs for Large Russian Government-Owned Enterprises

The diploma work touches upon the issue of innovative development of companies with state participation as the core of the national innovation system. Currently, a number of initiatives have been adopted at the legislative level to stimulate business and build an innovative economy. Thus, companies with state participation were commissioned to develop innovative development programs (IDP), the implementation of which currently requires monitoring and evaluation. Analysis of the methods developed by the Ministry of Economic Development in cooperation with scientific institutes for evaluating the implementation of programs has made it possible to conclude that the proposed methods are complex and require serious efforts while they are carried out. In the work, a simpler method was used to analyze the implementation of the IDPs realization based on a system of comparing the growth rates of sold products volume and the market value of corporations implementing IDPs and companies that do not have similar programs. Comparison of the effectiveness showed the absence of differences between the samples of data for the increase in the sold products volume, while there was a difference in the rate of capital growth with a larger increase for state-owned companies. The presence of ambiguous dynamics of innovative development indicators of the examined corporations gives grounds for the conclusion about problems in implementing the IDPs and the development of recommendations for program management.
