Socio-economic Assessment of Infrastructure Projects Using the Example of Moscow Central Diameters

The modern city faces a rather non-trivial task within the framework of the sustainable transport planning paradigm: increasing the mobility of the population, provided that the living conditions of the citizens are not worsened (or minimally worsen) and that the economic indicators of the project are acceptable for the city budget. For the full evaluation of the transport project, only an economic analysis is not enough, full account is required of various aspects of the transport project. It is with this goal in Europe and the United States that methods for assessing the socio-economic effects of implementing transport projects are developed and updated, which allow choosing the best solution to the specific transport problem of the city, subject to an annual reduction in the financing of infrastructure. In Russia, for assessing infrastructure projects, methods based on financial performance indicators are used, therefore, it is necessary to create a methodology for assessing the effectiveness of the implementation of transport infrastructure projects in a limited budget, to build a system aimed at making informed decisions in the field of urban development and transport planning. In this paper, modern approaches for socio-economic evaluation of transport projects are considered, international experience has been studied on this issue, a methodology has been developed and tested using the example of the Moscow Central Diameters project.
