The current economic and social importance of the public procurement process has become the reason to create a study that determines which characteristics become the most important in choosing a firm-supplier. This work is a full-fledged empirical analysis of groups of factors that determine the participation and victory of the firm in the process of state procurement. The main difference of this work from the existing ones is the use of the actual indicators of the firm, while most of the other works rely on the data obtained during the social survey. It is also the only work that analyses factors in the field of road construction in Russia. In the course of the study, a linear probability model and a logit model were used to analyse the binary dependent variable. The main result of the work was the statistical significance of such factors as the size and timing of the creation of the firm, the victory in the competition last year and the solvency of the firm. A hypothesis was also put forward about the significance of the influence of the GRP level on the probability of obtaining an order by the enterprise. This hypothesis was confirmed.
