Political and Legal Problem of Conflict of Interests in Contemporary Russia

This investigation contributes to study of such topical issues as the conflict of interest in state administration in modern-day Russia. The goal of research centers around working-out of theoretic and practical ways of improving on control of the conflict of interest. Regulatory fixing of terms «corruption» and «conflict of interest», the degree of its study and relation is considered in the main part. Besides the experience of reaction, regulation and preventive actions of the conflict of interest in Russia and foreign countries are studied by the method of comparative study. Further in the research there is a conclusion about the presence of gaps and antilogies in legislation. It is made with the help of Case-study method in the context of concrete cases. Reached research results allowed to offer a number of ways for better fighting with the conflict of interest. They are elaboration and addition in the conceptual construct, formation of special purpose committees and duty positions with the full powers of the police authorities for opposition to the conflict of interest, lodgment of the committees of compliance with the on-duty behavior requirements by the real legal force, initiation of the compulsory declarations of source of income and personal interest, elaboration of the code of honor for the government employees and etc. Key words: corruption, conflict of interests
