This paper contains description of development events announces management system. The developing system consists of three subsystems: subsystem of announces addition, subsystem of moderation and affiche-site. The affiche-cite demonstrates announces for a wide range of users. The reccomendation system is developed for improving of usability of affiche-site. This work covers such aspects of software development as analysis of subject area (current businnes processes, user requirements, approaches to recommender systems building), system design (businnes processes "to -be", database, user interface, recommender systems) and system implementation. The developing system is destined for such categories of users as: employees of department of culture of Perm Administration, employees of department's subordinate organizations, citizens and visitors of Perm.
