The Role of State Rate Regulation in the Investment Attractiveness of the Region (the Cace of the Leningrad Region)

The theme of the work "the Role of state regulation of tariffs in the investment attractiveness of the region (on the example of the Leningrad region)". The paper deals with theoretical and practical issues of investment attractiveness of the regions. The structure of the work is presented in three chapters. The first Chapter focuses on approaches to assessing investment attractiveness, as well as factors that influence investment inflows. In the second Chapter, as one of the factors of investment attractiveness of the regions, it is proposed to consider the state regulation of tariffs of housing and communal services. The main problem of the functioning of this system in the Russian Federation is highlighted: the growth of tariffs, outstripping the growth of consumer prices. As a direction of development of this sphere, it is proposed to improve the regulatory framework, as well as the use of the method of public audit of prices. The third Chapter analyzes the investment activity in the housing and utilities sector, highlights the main problems. The mechanism of public-private partnership in the sphere of housing and communal services is investigated, and also the technique of an assessment of similar projects is offered. The work is executed on 89 pages, contains 4 tables, 13 figures, 2 appendices. 83 sources of literature were used.
