Due to the fact, that the institute of civil service has a tremendous impact on the functioning of the state apparatus, nowadays much attention is paid to its reform and improvement. Since the main element of the civil service institute is the people in this paper, the process of professional training of the state apparatus in the Russian Federation will be considered. Also, a description will be given of the process of reform in the field of public servant education at the present time. To this end, an analysis of scientific articles will be carried out, which considers the personnel tool in the civil service as an element of increasing the efficiency of its functioning. Key words: public administration, staff of civil service, professional training, professional development.
