Possible Consequences of Investment Protection Agreement Between Russian Federation and Republic of Korea

International Investment Agreements (IIA) have been a common tool for regulating foreign direct investment (FDI) flows between countries for a long time. However, most of them were concluded in the last century and do not meet modern requirements, which reduces their effectiveness. The agreement between the Government of the Republic of Korea and the Government of the USSR for the promotion and reciprocal protection of investments signed in 1990 is no exception. This paper provides recommendations on the content of an investment agreement between the Russian Federation and the Republic of Korea, based on current trends in the conclusion of IIAs. The possible impact of a new agreement on investment flows and the economic development of partners is determined by an analysis of factors that have influence on Korean outward FDI from 2003 to 2017 and by study of investment cooperation dynamics between the two countries.
