The term “artificial intelligence” (AI) was coined and actively used since the mid-twentieth century. Over the past few decades, the problems of AI have gone beyond the limits of science fiction and theoretical models. Nowadays AI is a popular topic for discussions among expert communities and high-profile politicians, it becomes part of economic, technological, cultural and political reality. Theoretical frameworks that study this reality develops as well: from intellectual concepts and theories to t legislative base, discourse and even ideological paradigms. The goal of this thesis is to study how the interaction between various actors of international relations (states, international and integration associations, commercial and non-profit organizations, communities of experts and even individual opinion leaders) constructs the international status of AI: as an opportunity for development, as a problem and especially as a threat. This thesis studies how specific aspects of AI, from influence on economy and political practice to ethical and sociocultural problems, transcend it's local status and become the subject of international discussion and regulation.
