Legal Regulation in the Sphere of Culture in the Russian Federation

The main purpose of this study is to develop an understanding of the current existing legislation in the cultural field by analyzing various applicable legal acts in culture itself and, furthermore, from adjacent spheres and also try to investigate possible future legal regulation and prospects that await the scope of this study by using state cultural concepts for the future period and relevant doctrine. The current research consists of introduction, three chapters, which are devoted to the basis of the legislative regulation of the sphere of culture in the Russian Federation through the public administration system and federal government; to the legal regulation of individual spheres of culture, legal basis of economic regulation in the sphere of culture, legal status of historical and cultural objects, etc.; to prospects for the development of legal regulation in the sphere of culture; conclusion with the anticipated outcomes and references. The conclusions of the work will concern will concern the overall description of the system, including inter-ministerial, intergovernmental and international co-operation in the cultural sphere and the main regulations governing its functioning. The work is also has an analysis of the main approaches that are used in the definition of the basic laws and regulations aimed at resolving various institutions within the cultural sphere, including museum, library and archival business, as well as legislation regulating creative activities. The study also formulates a number of problems which cultural policy is facing today. By combining different doctrinal opinions and studies, main current issues and priorities in cultural policy development can be found and solved, for example, achieving full cultural rights stated in the Constitution, preservation and higher accessibility of cultural heritage objects, cultural and language diversity, employment policies for the cultural sector and so on.
