Information technology can be defined as the use of computing through hardware, software, services and infrastructure in general, to create, store, exchange and use information in its various forms, to achieve certain goals. The purpose of the study is to develop theoretical positions that can be the basis of information and algorithmic support IT project evaluations. With all the complexity of assessing the expected results from the development and implementation IT projects, especially in the initial stages of the life cycle, need to be carried out evaluation of the effectiveness of its implementation. This approach will ensure minimization mistakes when making decisions about the feasibility of implementing the project and reduced to minimum deviation of actual results from planned. This research is devoted to the development of resource assessment methods for IT projects. Central to this research is the need to answer the question what particular methods will help to correctly evaluate the project itself, its life cycle, the necessary resources, etc. Accordingly, the problem of the present research can be determined in this way – to explore the basic methods of estimating time and resources for creating IT projects.
