Comparative Analysis of the Methods of Cooperation Between Business and Government in Russia and China

International lessons from emerging economies suggest that business associations may provide an effective channel of communication between government and business. This function of business associations may become important in transition economies, where old mechanisms for coordinating business have been destroyed, while the new ones have not been established yet. Relations between government and various social entities present serious challenges in many respects, among which government-business interaction is one of the most widespread and frequently neglected. Generally stated, the purpose of the research project is to study key features of the methods of cooperation between business and government in the context of political and economic challenges. To achieve this purpose, the study provides a comparative analysis of the mechanisms used to build GR strategies in Russia and China, which will be based on the used mixed-methods research approach with the combination of qualitative content and quantitative data analyses. Preliminary results show that Russian and Chinese GR have common features, as well as their experience demonstrates that the main thing is not quick privatization of enterprises and the government’s abdication, but a gradual transition from the directive management to building a dialogue between business and government.
