Organizational and Economical Rationale for the Establishment of Outpatient Centers for Cancer Care Facilities

One of the most important social and economical problem in The Russian Federation is a fight with malignant tumours. It is planned to create the new form of medical organization which called - centers of outpatient oncological care, according to a federal project "Fight against cancer" in 2019. Developed suggestions for their work organization, relating to optimization of patient's routing, financial issues, evaluation of indicators of effective activity, increasing doctor's motivation, rationing of labor, eliminating personnel shortages, internal regulations, creating additional rehabilitation and palliative care beds.
