Political and Legal Technologies Representing the Image of the Head of State

Since the beginning of the 21th century, Russia experienced the collapse of communism, the escalation of military conflict and the deepest economic crisis. It explains why Russia had a need for a strong and young leader, whose political solutions could cover the whole range of existing problems. Consequently, this paper is intended to examine reasons influenced the state rhetoric of the late 20th century, as well as to analyze the results obtained by the government institutions and society during the change of the political paradigm. This research is pertinent to the field of public administration, positive law, political science and sociology. For this reason, it may be interesting for a broad cohort of researchers. The primary research task is the revelation of the phenomenology of the presidential institute as a political concept, established during the first term of Vladimir Putin. The key hypothesis of the work is the assumption of a possible correlation between the first political decisions of V. Putin and the nature of the presidential institution that exists in Russia to this day.
