Reforming EU Migration Policy: Demand for Solidarity or Selective Participation

The given dissertation focuses on how the migration policy of the European Union (EU) is reformed with regard to the positions of two steadfast opposing political forces represented by the Visegrad Group and the EU southern countries. The work analyzes in detail the theory of a liberal intergovernmental approach developed by Andrew Moravcsik concerning the EU migration crisis. The given problem is analyzed through historic retrospection that manifests how the EU migration policy has been evolving. Major threats and implications of the migration crisis are characterized along with their impact on the process of EU migration policy transformation. As a result, key trends in reforms of the EU migration policy are considered on the basis of key actors’ stances. The author states that the proposals of the Visegrad Group have been mirrored in the European Commission’s integrated program considerably expanding it, which proves that the Commission’s plan on reforming the EU migration policy is and will be an indisputable priority roadmap for this policy in the near future. The author believes that in coming years, the policy extending the competencies of certain EU agencies, upgrading the EU information systems and strengthening cooperation with transit countries and with the immigrants’ countries of origin will be continued, whereas no reform is expected in the asylum granting procedure stipulated in the Dublin Convention as of yet.
