S.A. Guschin State Employee as a Subject of Labour Law The purpose of this master's thesis is a comprehensive study of the Institute of public service in the Russian Federation, its essence, features of historical development and modern legal regulation. In addition, the aim of this work is to study the problem of the relationship of labor and administrative law in the regulation of labor relations in the public service and the role of labor law in this regulation. The main objectives of this study are: 1) Review and analysis of the foundations of public service in the Russian Federation; 2) Research of the legal status of civil servants 3) Analysis of acts of the International Labour Organization and the legislation of foreign countries on the legal status of civil servants; 4) Investigation of legal relations in the civil service, regulated by the norms of labor law. The master's thesis consists of the following parts: introduction, three chapters, seven paragraphs, conclusion, list of references and literature. Based on the conducted research the following conclusions are formulated: 1) Labor relations of civil servants are regulated by both labor and administrative law; 2) Administrative legislation on public service is largely identical to the term of the Labor Code of the Russian Federation; 3) Regulation of work of the public civil servants as separate category of workers shall be performed by regulations of the labor law by addition of the separate Chapter in the Labor Code of the Russian Federation which will regulate labor activity of this category of workers.
