The Impact of Staff and Territorial Optimization on the Quality of Local Self-government Administration System

This paper focuses on the study of the consequences of territorial and personnel chang- es from the point of view of their influence on the welfare of the population of optimized territories. The article analyzes the main complaints of residents, the main one of which is the shift of attention of educated administrations to the issues of the administrative center, as well as the positive aspects of the process of optimization for the population. Based on the data obtained from survey results, conducted in municipalities authorities, the hypothesis of reducing the general welfare of the population of the territory, in particular, socially disadvantaged groups of people and family employees, who lost their jobs as a result of territorial and personnel optimization, is verifi ed.This article focuses on the study of the consequences of territorial and personnel changes from the point of view of their influence on the welfare of the population of optimized territories.
