The Structure of The Public Funding of The Higher Education Services in Different Countries

This paper analyzes the structure of public financing of higher education in a number of OECD countries (Austria, Germany, Italy, Spain, Estonia, Greece, Republic of Slovenia) and the Russian Federation. The paper includes the main sources of information on the financing of higher education programs in the world, allowing to compare these volumes with each other. As a result , it is concluded that it is possible to compare the costs of higher education in the context of countries, subject to the main formulated approaches. Also in work offers on improvement of calculation of higher education funding. Key words: higher education; tertiary education; educational activity; standard; public expenditure; public and private good; human capital; comparison.
