Firm Performance and Russian Cluster Policy

Сluster policies that are aimed at improving firms’ competitiveness are quite popular among policymakers but the researchers do not always consider them to be efficient. This study is purposed to the evaluation of Russian cluster policy in terms of its impact on the manufacturing firm performance. The key goals of the research are to study the theory of clusters and the ways of classifying it. Moreover, we consider the main failures of cluster policies and possible indicators to assess it. Estimation via the difference-in-difference method shows no impact of cluster policies on Russian firm performance.
