The Development of a Human Resource Allocation Model in Multi-Project Management

A new mathematical model for the human resources allocation in multi-project management is presented in this paper. The model allows considering individual sets of skills, effectiveness, employees’ priorities in the development of certain competencies and individual work schedules. The amount of skills utilized and the completing tasks time is minimized in each project of each period, which allows saving resources for subsequent projects and creating a resource buffer. The buffer consists of the most multifunctional workers who can be operatively connected to solving problematic tasks, which will protect the project’s schedule from failure. An overview of the existing human resource allocation models and their comparative analysis is presented in the first part of the work. Attention is paid to problems solved with the mathematical models. In the second part of the work, a new model is presented, which solves the problem of the optimal allocation of human resources, taking into account their competencies. The results of calculations using a model with different weights of competencies and different restrictions are given. The third part of the work is devoted to the application of the model in the organization.
