The Figure of Information Intermediary in Russian Federation

The paper is devoted to the analysis of the information mediator figure in the Russian Federation. The issue is actual, as today a large number of contradictions remain regarding the status of individual subjects on the Internet. The work contains a detailed analysis of article 1253.1 of the Civil Code of the Russian Federation in general and analysis of such concepts as “information transfer”, “information placement”, “access to information”. The comparison of the information mediator concepts in the Russian Federation and abroad is given. The memorandum demonstrates an analysis of legislation, doctrine and judicial practice dedicated to individual subjects which could be information intermediaries. Thus, there is an analysis of the site owner, the search engine operator, the provider of “cloud” technologies, the registrar and the administrator of domain name status. It also specifies the conditions under which these entities may be recognized as information intermediaries.
