In this study the central problem is the manipulation of collective memory by different actors, in particular, state institutions. The question of how memory is constructed in the policy of memory becomes relevant in St. Petersburg not only due to the huge number of protest actions compared to other regions, but also due to the total number of cultural and historical monuments. Before this study, no one analyzed the political actors involved in historical policy. Thanks to the analysis of the three commemorations, the mnemonic actors were investigated, their strategies and narratives were described, and also through the analysis of social networks, the links between those actors and their character were established.
