Development of Circular Economy Concept in the Public Administration System

The degree work on a subject “Development of circular economy concept in the public administration system” is devoted to the theoretical substantiation of Russia's transition to circular economy and the formation of a roadmap for concept implementation at the federal level of executive power. Using qualitative research methods such as content analysis of the regulatory framework in the field of waste management, environmental and industrial policies, semi-structured interviews, institutional prerequisites for the transition to circular economy were identified. Economic prerequisites were determined using quantitative research methods, in particular correlation and regression analysis of time series for Russia for 15 years and panel data for 80 regions for 8 years. Stakeholders, barriers and drivers for circular economy implementation in Russia were described. The directions and stages of concept development in the public administration system were highlighted, in accordance with which a roadmap for the implementation of circular economy in Russia was developed.
