Russian Federation trying to set a course for building innovative development of the economy. Innovations as a source of economic growth are effective only in the long term, and are also inextricably linked with the development of human and creative capital. The role of creativity in the areas of cultural, social and economic development of territories is becoming a subject of growing interest not only for sociologists, but also for economists and urbanists. The relevance of the topic is due to the fact that in the long term, creative capital, acting as a resource for innovative development, is able to solve one of the important problems of the Russian Federation – overcoming the low competitiveness of regions. The purpose of this study is to identify objectives and actions for a successful strategy for the creative development of the city. In the process of preparing the master’s thesis, a number of in-depth interviews were conducted with representatives of the St. Petersburg creative class, and econometric forecasting of St. Petersburg budget expenditures in key areas for the development of human capital and creative classes was carried out. Key words: concept of creativity, creative class, creative capital, creative city, innovations, human capital, strategy of socio-economic development of the territory.
