Evaluation of the Applicability of Centralized Public Procurement Forms to Simple Homogeneous Commodity Procurement under the Contract System (the Case of Office Paper)

In view of the growing complexity of the Russian public procurement legislation it becomes more relevant to optimize the procurement process through centralized public procurement forms. Although the procedures for centralized and joint public procurement under the contract system are regulated in detail, the legal basis for deciding on the form of public procurement centralization has still not been developed. The thesis proposes a methodology for evaluation of the applicability of different centralized public procurement forms to simple homogeneous commodity purchasing. This methodology was tested with data on purchases of office paper A4 in several regions of the Russian Federation.
