The purpose of our research is determined of the main criteria to provide Efficiency Evaluation of Government Relations as a system of communication between Government and Small and Medium-Sized Entrepreneurship in a city (e.g. the Case of Saint Petersburg). Government Relations is considered as interaction Entrepreneurship and Government in order to found mutually beneficial attitudes for socially oriented and sustainable development of the city. Nowadays GR-activity in Saint Petersburg doesn't widespread enough and doesn't have officially enshrined. Thus, there is a problem for Efficiency Evaluation of Government Relations without fixed criteria. Also, there are some problems about objective Efficiency Evaluation of Government Relations such as: the low level of confidence between Government and Businesses, the insufficient engagement Small and Medium-Sized Entrepreneurship in communication with Government and the absent of constructive feed-back Government to business community. Through master's thesis was identified the exists informal system of GR, which we used for Efficiency Evaluation Government relations in Saint Petersburg and proposed key criteria for Efficiency Evaluation of each institutes of GR with integration on whole system GR. Also, recent research has identified some challenges in a process of communication between Government Businesses for which we proposed measures for improving GR-activity and getting efficient outcomes of communication. Methodology of the study included sociological survey of subjects of Small and Medium-Sized Entrepreneurship in Saint Petersburg, experts' interview of representative of GR-institutes in Saint Petersburg, the factor analysis of GR-institutes and analysis of the current condition of the system of GR between Government and Small and Medium-Sized Entrepreneurship in Saint Petersburg.
