The Influence of State Reserves for Food Security on the Nature of Participation of Countries in International Trade of Agricultural Goods

The creation of state reserves is an important element in the formation of national food security, which has a direct impact on international trade in agricultural products. The essence of this influence is of both practical and scientific interest. The purpose of this work is to develop proposals to improve the system of using state reserves for food security in the Russian Federation, including on the basis of the experience of the leading countries of the world in applying such measures. In the paper the analysis of the international market of the agricultural goods taking into account application of tools and methods of management of food safety is carried out, and also negative interrelation of the state reserves with export streams of agricultural production is considered and revealed. The results of the study in the form of proposals for the inclusion of a condition for ensuring the profitability and break-evenness of production of products for delivery to the state reserve, for the organization of food banks in poor regions of Russia, as well as for the introduction of the Decision Support System for Food Security and Supply Management Strategy can be used by the authorities responsible for food security in the Russian Federation.
