The degree work on a subject «Income Distribution Optimization between the Federal and Regional Levels of the Russian Federation Budget System» is devoted to the consideration of ways to change the budget policy of the Russian Federation in order to increase regions’ financial independence. The existing problems of the budget system of the Russian Federation are revealed. The role of intergovernmental transfers in the process of income distribution between different levels of budget system of the Russian Federation is studied. The need for redistribution of income between the federal and regional levels of the budget system of the Russian Federation is determined. The effectiveness of the regional budget is evaluated on the example of Orenburg region by using the analysis of the financial state of the budget and the analysis of tax revenues of the budget. Recommendations are developed in order to optimize the distribution of tax revenues between the federal and regional levels of the Russian Federation budget system.
