Educational Programme: Data Journalism (Master)

Year of Graduation: 2019

The work explores the current state of crime statistics published by the Judicial department at the Supreme Court of the Russian Federation. The study examines approaches to the definition of open data, the main regulatory documents governing the publication of open government data in Russia, and assessments of the state of the open data sphere in Russia. We concluded that despite the high estimates of open data on crime and punishment in Russia, these estimates take into account only data on crimes and do not contain information on the work of the judicial system. The paper describes the regulatory framework and forms of publication of one of the types of judicial statistics data in Russia, specifically criminal records. The study also describes the practical work on the automatic processing of part of the Judicial Department's data into machine-readable format and developing an application programming interface providing access to this data.
