Features of Carsharing Evolution in Cities with Different Conditions of Transport System Development and Economic and Legal Contexts

This work is devoted to the study of the necessary conditions for high-tech transport service carsharing, implemented in the public transport systems of modern cities. The aim of the work is to study the existing transport systems of small and large cities with existing short-term rental service, and to draw up a number of criteria that affect the success of carsharing, depending on the factors identified earlier. To achieve the goal of the study, the main tool of analysis was the case-study method, within the framework of which a detailed analysis of innovation policy on the introduction of carsharing into the existing urban transport systems of 44 cities in 17 countries of the world was carried out. The study identified the following areas for analysis: legal, economic, technological, and structural contexts. The study found that the current conditions of Russian society, technology and transport infrastructure have a number of positive characteristics that have an effect on the implementation of car sharing service in urban environment. Thus, this work meets the need to analyze the prerequisites and consequences of the phenomenon of carsharing, which requires regulation at the state level. The study contributes to the scientific literature on the issue of the nature of short-term car rentals and complements the small number of works on this subject.
