Comparative Analysis of Healthy Life Expectancy in Russia and its Regions

According to the theory of epidemiological transition, at its fourth stage, which is observed for the most part in developed countries, the prevalence of chronic diseases is increasing, which do not allow to classify a person as healthy. Therefore, at present, the traditional mortality tables, which distinguish two States – "life" and "death" is not enough, the set of living must be divided into "healthy" and "unhealthy". Thus, it is important not only to estimate life expectancy, but also healthy life expectancy (DFLE), their comparison and calculation of losses. Assessment and analysis of indicators of DFLE is particularly relevant for Russia, in connection with the decree issued in May 2018 by the President of the Russian Federation on the need to increase by 2024 the healthy life expectancy to 67 years. Therefore, it is necessary to assess the level at which the Russian indicator of DFLE is at the moment and what are the prospects for its further growth. This work is devoted to assessing the level of health of Russians at the national and subnational levels using the means of calculating healthy life expectancy (DFLE) using the Sullivan method. The work consists of introduction, three chapters and conclusion. The first Chapter defines the notion of "health", discussed the methodology for the integral indicators of health, studied the experience of using the integral indicators of health in Russia and other countries, and describes the sources of health information used in the work. In the second chapter possible ways of adjusting the estimates of the level of health of Russians was analyzes; the analysis of the level of health of Russians in the gender and age profiles for 1994-2017 was carried out against the background of the developed countries of Europe; DFLE indicator based on self-esteem of health, adjusted for chronic diseases and adjusted for disability in Russia for 1994-2016, were built, DFLE indicator based on self-health in Russia was compared with European countries in 2016, and the structure of chronic diseases was studied for “healthy” and “not healthy” people in Russia for 2016 and 2017. In the third Chapter, the selection of regions for the construction of the DFLE indicator was made, the level of health of Russians in 79 regions of Russia was analyzed, the DFLE indicators were built on the basis of self-assessment of health, adjusted for chronic diseases and adjusted for disability in 79 regions of Russia in 2016 on the basis of the data of a sample survey of Comprehensive Survey of Living Conditions (CSLC), a comparative analysis of regional values of the DFLE indicator was carried out.
