Development of Regulations for the Interaction of Employment Agencies of the Perm Region in the Implementation of Projects

This Master's dissertation is dedicated to the issues of project activities in the employment services in the Perm region (hereinafter - the employment service). The employment service takes an active part in federal and regional projects. There are new subdivisions named Departments of Projects and Programs have been formed in the Perm Region employment service departments. The algorithm interacts with the project participants effectively and does not require any documents, which are establishing the channels of communication, rights, duties and capabilities of the project participants. This work contains the analysis of regulatory framework and the main problems of applying project management in government departments, as long as identification of the main organizational and personnel limitations of projects in the Perm Region employment service. The analysis of current projects implemented in the Perm Region employment service was conducted. A regulation has been developed for the interaction of the Perm Region employment services in the area of projects implementation (hereinafter - Regulations).
