Does Court Chairmen Renomination Depend on the Region? The Case of Russia, 2000-2010

This paper examines a large process of centralization of power in the early 2000s through the prism of judicial reform. One of the key moments in judicial reform was the formal consolidation of powers for the presidents of the court. The chairmen of the court in Russia are distinguished by noticeable powers and extensive functions, which makes them an influential channel of control over the courts. The paper analyzes the regional specifics of the appointments of chairmen of district courts. The results confirm the regional variation in the appointment of new people to the courts, which is determined both by political factors expressed in the percentage of votes for the incumbent and for the reformist goals of the state expressed in increasing new appointments in regions with low economic potential.
