Legal Regulation of Public-Private Partnership in Russia (State and Development Prospects)

Public-private partnership (PPP) is a progressive model of interaction between public authorities and the private sector, this is the legal institution that is the most relevant and necessary in modern society for the implementation of the most important infrastructure facilities. However, due to the fragmented legislative regulation, complicated by the historically established mistrust of the private partner in public entities, at the moment the sphere of PPP is burdened with problematic aspects that negatively affect its further development. Nevertheless, the existence of a number of structures supporting the development of PPPs stimulates the growth of projects within the framework of cooperation between the state and business. This study demonstrates the current state of the PPP institution, its problematic aspects based on an analysis of judicial practice, as well as prospects for further development in the context of the current legislation of the Russian Federation.
