Power, Civil Society and Business Roles at the Example of Conlicts 2016-2017 in N-District of Arkhangel'skaya Oblast

This thesis attempts to determine the roles and models of interaction between authorities, civil society, small and large business during conflicts of 2016-2017 in N. District of Arkhangelsk Oblast’. N. District is a municipal district situtated in southern part of Arkhangelsk Oblast’ and borders Vologda Oblast’. Approximately 30000 inhabitants living on the territory comparable to the size of Kaliningrad Oblast’, however most of them are living in current administrative center of district, urban-type settlement, or near it. Local population mostly employed in wood processing and woodcutting industry, budget sector of economy and agriculture. Due to shortage of budgets for social sphere, citizens of distant settlements are being quite sensitive to any shutdowns of local social services. In 2016-2017, that led to conflicts that involved local activists, authorities of different levels, large and small business. This work is aimed to determine roles of participants of these conflicts, relationships between activists, small and large business and authorities of different levels.
