In this work, the author develops a bill to abolish regular conscription for military service and replace it with a military education, as well as increasing the number of conscripts. The author substantiates the need for such a change in the inefficiency of the regular draft institution and the disproportionate restriction of the rights of draftees. Also, in the work, the author found it necessary to create an equal status of citizens regardless of gender and gender in matters of military service. It is proposed to amend the Federal Law «On Military Duty and Military Service» and develop these provisions in related regulatory legal acts.
