Legal Regulation of Land Development

The present research is devoted to a question of legal regulation of land development. The author considers development legal regulation of land development in historical perspective, taking into account the occurred transformations the given legal relations. At the analysis of philosophical and economic-legal aspects land development the author assumes the characteristic of building as a separate economic benefit, and also considers expediency of allocation for an economic turnover of 3-D objects. The author believes that when qualifying 3-D objects as separate immovable things, it is possible to raise the issue of their development and a comprehensive approach to ensuring the harmonization of private and public norms in this area. In addition, it is proposed to provide in the parameters of land plot development, a regulatory reference to the spatial parameters of land plot development and potentially created 3-D objects. All this will require improvement and specification not only of town-planning norms and rules (starting with territorial planning and finishing with territory planning), but also rules of cadastral accounting of "three-dimensional information".
