A Study of Sports in the Regions of the Russian Federation Using Methods of Pattern Analysis and Clustering

Sport and physical education are familiar to everyone since childhood. Currently, state policy is aimed at promoting a healthy lifestyle, not only to improve the health of the nation, but also to prevent social problems such as alcoholism and drug addiction, as well as to raise the country's image in the world sports arena. The Russian Federation is divided into many entities and for the development of sporting life in every corner of the country it is necessary to create an effective state policy. This study will first analyze the sports life of the regions of the Russian Federation based on new methods of pattern analysis and clustering. A comprehensive study on this topic has not been previously conducted, only certain indicators of the effectiveness of the development of sports were analyzed and methods for improving them were proposed. It is important to evaluate not only individual indicators, but also their totality for considering the structure of sports life in the regions. That is why the practical significance of the work will consist in the possibility of using the described data for the further development of sports in the regions of the Russian Federation. The subject of this study is the subjects of the Russian Federation, the subject is the level of development of sports in the regions of the Russian Federation. The purpose of the work is to analyze state regulation of sports at the federal level, as well as to investigate the level of development of sports in the regions of the Russian Federation. A study of the effectiveness of normative legal acts regulating sports was carried out among such authors as: Bobrovsky (in his article, emphasis was placed on the development of sports infrastructure, since he believed that it was the driver of sports development in the regions, the personnel policy and reasons were also analyzed her shortages at the moment); Ermolaev, Kosova, Ivanov, Tsinchenko analyzed in their articles the current legal acts, as well as the effectiveness of state programs and their results. This work includes 2 theoretical bases. The theoretical basis for conducting the necessary research in the field of state regulation of sports and physical education was selected regulatory legal acts and state programs, and for the study of Russian regions and their division into similar groups, the methods of pattern analysis and clustering described in the following articles were used: Alekserov F. T., Mirkin B.G. , Belousova V.Yu., Myachin A.L. The methods of analysis of patterns (ordinally fixed, ordinally invariant, diffusion-invariant clustering pattern) were described by the work of A. Myachin, in which their main properties, differences, and algorithmic implementation were presented. Previously, the analysis of patterns was not performed to study sports life in the Russian Federation, however, by the example of the above works, it will be possible to analyze the regions. Two methods of analysis will be presented in the work, since when using the two methods described in chapter 2, as a result, it will be possible to identify similar regions with the same level of development of sports. It is these methods that will help to correctly formulate state policy aimed at developing sports life among the population in the regions of the Russian Federation. The chosen research methodology is the analysis of patterns, as well as some clustering methods. These methods are described in more detail in the second chapter, as a result, regions with a similar level of sports life will be selected using the clustering method. The following hypotheses were put forward as part of the study: • the state of the sports industry on the territory of some constituent entities of the Russian Federation determines similar strategies for the development of sports; • this similarity is explained by the fact that the regions included in one cluster have a similar structure according to the electoral system of indicators.
