Responsible Innovation Application in Russia

Responsible innovations have been widely discussed in the academia for the recent years. Concept emerged at the junction of several strata of scientific knowledge. There is no agreed unified definition for this term. However, R. Schomberg proposed one of the most widespread in 2011. The need to define such responsible values is determined by the close connection of scientific and technical aspects with social, ethical and political issues, especially in view of the fundamental role of science and technology in the life of modern society and in determining its future (Schomberg, 2011). The paper provides the reader with the overview on the evolution of this concept and proposes key characteristics of it. Being put at the head of the framework process of innovation development in Europe as a part of Horizon 2020 program, the concept of responsible innovation has become even more meaningful. As a part of the program, there was a necessity to track the performance in this field. For that reasons approach was proposed by EU expert group (EU, 2015). Current paper has four main sections: introduction, methodology & approach, findings and discussion and conclusion. Introduction part includes the discussion on the responsible innovation concept, its evolution and set of indicators to measure it. Moreover, the analysis of innovative development of the Russian Federation was also proposed there. Methodology of the work included three main stages: document analysis, interviews and survey. Moscow polices were the main object for the first stage. With the help of the EU approach and indicators proposed to measure the level of responsibility of innovative development of region, polices were analysed. Interviews were included in the paper to challenge the conclusions obtained during the document analysis with the expert view and to determine the level of awareness about responsible innovations and their criteria and the level of use of RI principles in the implementation of innovative projects. Interviewees were selected in the way to have the point of view from different sides. For that reason, representative from the academia, government, intermediary agency between business and government and business representatives were selected. Survey was the final stage of this parts, which has the main target to analyse indicators in terms of how they are perceived by society and see to what extend the population is involved in these processes. Survey was made with the help of online platform. Participant were gathered through three main ways: targeted emails, web-link and messenger link. Then, in findings section results of the paper are illustrated in the descriptive form. Discussion and conclusions include main outcomes of the work and proposal for the further research.
