Climate change is one of the major challenges of this century. As part of the fight against this phenomenon, low-carbon technologies have been introduced around the world. These technologies include solar energy, the climate conditions for the development of which are favorable for certain regions of Spain and Russia. This paper examines the institutional conditions for the development of solar energy in Russia and Spain. The author has built a forecast of electricity demand in both countries, as well as a logarithmic regression based on time series to identify factors that influence the number of installed solar generation capacity in these countries.
