This study is devoted to a comprehensive analysis of the experience of creating and financing a long-term care system which is a program that supports elderly people and people with disabilities who have partially or completely lost the ability to self-care. The core task of the work is to identify the main international practices of LTC financing. This study identifies the following financial models: social long-term care insurance (LTCI), tax-based financing, and private insurance. The purpose of this work is to evaluate by mixed-method research the possibility of implementing the social insurance mechanism for long-term care in the Russian Federation.
