The process of urbanization, within the framework of which the number of urban population increased, became the reason that the system of social guarantees existing since the formation of the PRC was ineffective. The deepening of existing social problems and the emergence of new ones have determined the need for the transition of social policy, the priority of which was economic development, to a policy whose priority is the welfare of the population. This paper presents a study of the problems and new challenges caused by the urbanization process in the PRC, as well as their impact on ongoing social policies. Within the framework of the work, a definition of urbanization “with Chinese characteristics” was given, the spheres of social policy related to the process of urbanization were identified, and methods for solving social problems associated with urbanization were identified.
