The problem of repeated and regular violations of human rights by the authorities in Russia has become more widespread in recent years. The problem of effective protection of human rights through various political institutions, such as, for example, human rights organizations, the European court of human rights (ECHR) or the institution of the Commissioner for human rights, seems to be increasingly urgent. Therefore, it is extremely important to ensure the effectiveness of human rights protection with the help of real, strong and independent institutions within Russia, and integration into the international community is one of the most important steps towards this goal. The purpose of this study is to evaluate the effectiveness of the human rights Commissioner in Saint Petersburg. To conduct a more detailed study, we will monitor information from the official website of the Commissioner related to its activities, as well as monitoring information on the Internet. I hope that this research will contribute to the existing knowledge and ideas of people about the institution of the Commissioner for human rights, its features and results of its activities. Keywords: Commissioner for human rights, effectiveness, efficiency, public administration, regulatory bodies, human rights organizations, institution, power.
