Influence of the Public Consultations on the Business Regulation: Case of the Yarovaya Law

This paper provides a research on formal practices of public consultations between business community and governmental bodies in Russian Federation. Study is based on a case of antiterrorist regulations of «Yarovaya Law». Theoretical framework includes the interest groups theory. An empirical part of the paper consists of content analysis, legal content analysis and expert interviews. Research is focused on the examination of public consultations’ impact on the development of business regulation. Results of the research show the limitations of public consultations during the development of regulation.
