Elaboration of Legislative Framework of Russia and EAEU in the Area of E-commerce

Nowadays, due to the rapid development of information technologies and their widespread implementation in a large number of industries and spheres of activity, the world economic system undergoes complex technological transformation. Such factors as the limitation of space and time have lost their former significance, and the massive spread of the Internet and its accessibility led to the emergence of a new format of trade – e-commerce. While strengthening economic relations between States, e-commerce also has a significant impact on the work of companies by reducing transaction costs, expanding the sales market and increasing competition between manufacturers. Under these conditions, companies are beginning to make the requisite changes to existing business models, implement decentralized management systems to optimize internal processes, and develop more effective methods for implementing available resources. Cross-border trade, as a very important tool for the growth of national economies, is becoming increasingly important for the international trading system. In spite of that, there is still no general legal regulation that can cover the activities of all member countries of the World Trade Organization (WTO) in the field of e-commerce. At the same time, there are some attempts to create a legal framework within individual international organizations, integration associations, and even national legislation that could become a basis for international regulation of e-Commerce. In these circumstances the creation of well-designed legislation that will ensure the systematic development of e-commerce in the Russian Federation (RF) can support the interests of the Russian side in the field of e-commerce within the framework of the Eurasian Economic Union (EAEU).
