Self-organization of Residents as a Substitute for Official Authorities in Ecovillages

This research work examines the problem of uneven development of self-organization mechanisms in different settlements of patrimonial estates on the territory of Russia, in other words, what factors influence on the existence and implementation of the functions of public authority within an eco-settlement through the mechanisms of self-organization of residents. It also summarizes the practical experience gathered in the process of conducting in-depth interviews with informants from the settlements of patrimonial estates and compared with the achievements of previous studies in this scientific field. The article discusses the main functions of public authority and places them in order of priority for implementation. The author pays the particular attention to the legal framework for assessing the potential development of legal regulation in the field of legislative consolidation of the status of settlements of patrimonial estates.
