Transformation of Patterns of Forming Local Self-government Bodies

The paper studies transformation of patterns of forming local self-government bodies from the adoption of 131-FZ to 2016. This period includes the main stages of reforming the local government. The aim of this work is to assess the transformation of patterns of forming local self-government bodies. The study examined the main laws regulating local self-government, conducted a content analysis of media publications, and conducted a survey of representatives of municipal authorities to identify opinions on changes introduced by 131-FZ. Based on the data obtained, an assessment of the transformation of patterns of forming local self-government bodies is given as well as the impact on the activities of local self-government bodies.
