Analytics of Average International Indices of Public Administration Effectiveness

This study addresses the issue of the effectiveness of public administration indices and the ability to increase this effectiveness through aggregation. Existing practices of applying government indexes were reviewed. Popular index groups WGI and Doing Business were reviewed. The limited effectiveness of WGI as an index of public administration quality caused by duplication of indices was demonstrated, and the question of having similar duplication in Doing Business was raised. A correlation analysis was performed to check for duplication, and duplication was found to be weaker in Doing Business. To eliminate duplication in WGI, principal component analysis was used. All hypotheses put forward have been confirmed - the use of the principal component analysis for index aggregation eliminates duplication, if present. Therefore, the use of non-duplicating average indices obtained in this way results in increase in the effectiveness of index-based assessment in comparison with duplicated base indices. It should be emphasized that in the absence of a noticeable degree of duplication, the application of the principal component analysis is not as useful.
