This research paper intends to find out the deficiency of the teachers in the rural areas in Myanmar focusing on two regions (Shan State and Bago Division). An increase in the demand of teachers due to the high pupil enrolment in primary school has led to a decrease in the number of teachers and the newly rolled-out education system. Based on this research problem, the research finding is the implementation of the education policy from the government and how the government has to deal with the deficiency of the teachers in these regions. This research was analyzed from 2011 to 2018 because this period is the democratic transition period of the country, and all sectors are trying to develop for the country. Therefore, focusing on the education sector would be helpful to the government to find out the weakness of the policy and will support the government with the recommendations.
