Legal Regulation of Purchases for Public (Municipal) Needs under the Legislation of the Russian Federation

The research is devoted to legal problems in the field of state (municipal) procurement in the Russian Federation. This work consists of an introduction, the main part, which consists of three chapters and six paragraphs, conclusion and bibliography. In the introduction substantiates the relevance of this topic, the purpose and objectives of the study are substantiated. Also we formulated the object and subject of research, as well as the degree of elaboration of the topic. The first Chapter is devoted to the study of the history of the origin and development of procurement activities in the territory of the Russian Federation. Moreover, we analyze the concepts of "procurement", "state needs", "contract system" to understand the goals and essence of the area under consideration. The second Chapter is devoted to the structure and features of the state (municipal) contract and its place in the current procurement system. The third Chapter examines the main problem of the procurement system - corruption. The article considers the history of its occurrence, the reasons for the increase in the level of corruption and its impact on the procurement process. In addition, the modern anti-corruption strategy was analyzed and new measures were proposed to combat the high level of corruption. The conclusion contains the main conclusions of the study and suggests measures to solve the legal problems that were considered in this work.
